Periods of reform often bring questions, but Portugal’s Permanent Residency (PR) framework remains one of the country’s most dependable routes for Golden Visa investors. It provides legal certainty, long-term flexibility, and the reassurance that your residency, and your family’s European access, are protected.
Permanent residency after five years
After holding a temporary residence permit such as the Golden Visa for five years, investors can apply for Permanent Residency.
his status has no fixed expiry and is renewed every five years, similar to a passport. It’s particularly relevant for investors who prefer not to pursue citizenship or who come from countries that don’t allow dual nationality.
Processing typically takes about six months. Once PR is granted, investors may divest their qualifying investment without losing their residency, transitioning from an investment-linked permit to a secure, independent legal position in Portugal.
How it works
Portugal’s PR regime is built on the EU framework for long-term residence, ensuring continuity and predictability.
There are two routes:
- The general regime, for residents who live in Portugal full-time.
- The Golden Visa route, which preserves the same flexibility as the original permit — requiring seven days in the first year and fourteen days every two years to remain compliant.
PR holders also benefit from EU mobility rights, allowing them to transfer long-term residence to another Member State if they relocate for valid reasons.
A bridge toward citizenship
For Golden Visa investors, PR combines security with optionality.
Once granted, you’re no longer required to maintain your investment. The A2 Portuguese-language level needed for PR may also align with the future citizenship standard, making PR a natural stepping-stone in the long-term plan toward nationality.
Requirements at a glance
To qualify, applicants must have:
- A valid residence permit for five years
- A2-level Portuguese language ability
- No serious criminal record
- Stable income and accommodation in Portugal
- Tax and social-security clearance
Applications are submitted at AIMA and require supporting documents including passport, income proof, accommodation evidence, and criminal-record certificates.
A steady path forward
While the Citizenship Law evolves, the Permanent Residency framework remains constant, protecting investors from uncertainty and allowing them to plan confidently for the future.
